Together, Rose and Scout bring over 20 years of experience as attorneys, entrepreneurs, and nonprofit leaders. Having been business-owners, nonprofit lawyers, and coalition partners, they deeply understand the pressures nonprofits and small businesses face. Beyond their litigation, policy, and advocacy experience, Rose and Scout offer a broad range of experience across nonprofit operations, including compliance, development, communications, community organizing, and more.
Rose Godinez

Rose Godinez (she/her/ella) is a seasoned nonprofit leader and bilingual (English and Spanish) civil rights and business law attorney, licensed in Nebraska and Missouri, with over a decade of experience supporting mission-driven organizations. She began her legal career as an immigration attorney at Justice for Our Neighbors–Nebraska (now known as the Center for Immigrant and Refugee Advancement (CIRA)), where she represented hundreds of individuals and families in humanitarian and family-based immigration matters. She joined the ACLU of Nebraska in 2017, and rose to become its Legal Director in 2023, overseeing litigation strategy across constitutional issues including immigrant and Indigenous rights, police practices, First Amendment protections, and educational equity. Her policy work has shaped Nebraska law, including securing annual anti‑bias training for law enforcement in 2020 and advancing legislation safeguarding students’ rights to wear natural hair, protective styles, headdresses, and tribal regalia.
Over the years, Rose has led numerous high-impact litigation and advocacy initiatives. She also launched successful campaigns to restore voting rights in Nebraska for individuals with criminal records and to guarantee protections against natural hairstyle discrimination in schools. Her deeply personal advocacy emerged from being the daughter of immigrants and former meatpacking plant workers in Lexington, Nebraska. In October 2021, Rose testified before the U.S. House Select Subcommittee on the Coronavirus Crisis, drawing on her family’s experience and calling for stronger workplace safety protections, enactment of the Safe Line Speeds in COVID‑19 Act, and important immigration reforms.
Rose’s leadership and community-centered approach have earned widespread recognition: she was named a finalist for an Advocate Inspire Award (2023), recipient of the Diversity Award from the Nebraska State Bar Association in 2023 and the State of Nebraska Latino American Commission Recognition for Outstanding Service to the Hispanic Community in 2021, and was recently honored in 2025 with the Inclusive Communities Humanitarian of the Year Award. She also serves on the board of the Nonprofit Association of the Midlands and Comunidad Maya Pixan Ixim.

Scout Richters

Scout Richters (she/her/ella) is a civil rights attorney, policy strategist, and nonprofit leader with more than a decade of experience advancing justice through litigation, legislation, and public advocacy. Licensed in Nebraska, Scout brings deep experience in complex legal research and writing, communications strategy, and compliance. She began her legal career at Legal Aid of Nebraska, where she provided direct representation to low-income Nebraskans in juvenile court matters. In 2017, she joined the ACLU of Nebraska, where she served for seven years in key legal and policy roles. There, she helped lead litigation and policy advocacy efforts on LGBTQ+ rights, racial and juvenile justice, reproductive freedom, and First Amendment protections.
At the ACLU, Scout played a leading role in several successful legislative campaigns, including the nationally recognized effort to end juvenile solitary confinement in Nebraska—culminating in the passage of 2020 legislation considered one of the most comprehensive bans in the country. Her advocacy also contributed to reforms in school discipline and law enforcement practices. Scout’s legislative and litigation experience is rooted in a strategic, systems-level approach that combines legal precision with coalition building and community-informed policy change.
Scout earned her J.D. from Brooklyn Law School, where she received CALI Excellence for the Future Awards in Torts and Perspectives in Legal Analysis. She holds a Bachelor of Journalism, with High Distinction, from the University of Nebraska–Lincoln and has a a minor in Women’s & Gender Studies. A published author in The Nebraska Lawyer and the Brooklyn Journal of Law & Policy, Scout has also written and co-authored numerous policy reports and is a frequent Continuing Legal Education (CLE) presenter. With professional roots in journalism and a recent certification in digital marketing, she supports clients not only with legal counsel but also with thoughtful, effective communications strategies.
